This was a pre-order gift of the game in Japan. This set features the members of Fox Hound whereas another set - the gold one - features Snake, Meryl and the Ninja. The silver set is quite easy to find in Japan compared to the gold one, which is nearly impossible to find.

Here is the one thing that needs to be underlined: a HUGE spoiler in the Ocelot's description:

"He is in fact, a secret agent who receives direct orders from the President. He is ordered to collect data of new nuclear warheads and Metal Gear, and then to eliminate all of those involved."

I do find this quite odd. Was it made on purpose? or is this just some kind of a huge mistake!? Anyway, it was written in english for Japanese customers, so I do not know how many Japanese people do speak english but I guess Konami just figured it would not be a problem to leak that piece of information at the time they released this item.
