This sleeve was free at purchase of the game in Japan. It was part of the Metal Gear Solid 2 advertisement campaign which contained TV commercials, posters and shop displays featuring the Japanese pop star "Gackt". Although I don't think it was released in every shop in Japan, this item seems to have been mass-produced. It is -in my view- a cool promo item, not rare, but cool anyway.
